As you undoubtedly recall, Connor's baby was due any day at the time he should have been filming the episode in Vancouver. He took a pass on it to stay with his wife.
That's Brent Stait from ANDROMEDA under the prototype Michael greasepaint. (Ironically, Stait was forced to leave his own show because of severe allergic reactions to the tons of paint. prosthetics and remover necessary to make him into Rev Bem the pacifist Magog Wayist priest).
However, Connor recorded the lines for them so it's his voice under the electronic distortion. They liked Connor enough to, as it were, get a guest star for their guest star.
