I was going to originally post this for the September '07 challenge but I got delayed and didn't finish it, here is the teaser.

ISS Enterprise NCC 1701
In one of the ‘briefing’ rooms aboard the Imperial Starship Captain Kirk and First Officer Spock were speaking to Ensign Chekov. “How close will we come to the nearest Klingon outpost, if we continue on our present course?” Kirk asked.
“Within a Parsec sir, close enough for them to smell us, passing by” Chekov said.
“Illogical, Ensign Chekov, Olfactory stimuli do not travel in space” Spock said.
“It was a joke sir!” Chekov objected.
“Inappropriate for an Imperial Officer, Ensign” Spock said.
“Spock, immediate past history of the sector?” Kirk asked.
“The Battle of Donatu V, was fought near here 23 years ago, it was inconclusive” Spock said.
“Analysis of the disputed area?” Kirk asked.
“Undeveloped, Sherman’s Planet is claimed by both our Empire and the Klingon Confederation, we have the better claim” Spock said.
“The area was mapped by the famous Russian astronomer Ivan Birchoff…”
“John Burke, Ensign” Kirk said.
“I don’t think so”
“John Burke, an astronomer at the Royal Academy of Great Britain at the time” Spock said.
“Royal Academy, ah…”
“Is the rest of your history, that faulty, Ensign” Kirk said, with a shake of his head. “Key points” he continued.
“Under the terms of the Organian Peace Treaty, the side who demonstrates the better ability to develop it, gets it” Chekov said.
“Unfortunately, though the Klingons are weak and ‘honourable’ they are most efficient”
“I remember once that Peter the Terrible had a problem like that”
They were then interrupted with news that Space Station K-7 had issued a distress call…
