Did the writers have any farther reaching ideas about this at the time? Kang, Koloth and Kor appearing in S2 with ridges doesn't get as much scrutiny, maybe since there were no TOS Klingons to compare them to.

And then, did they feel compelled to revisit and expand on the matter on Enterprise?
I'm glad they did nothing so pedantic as explaining the discrepancies of staging and makeup, playing them instead as an inside joke.
 
This is why just not acknowledging the change in Worf would be so damn hilarious, and why it would actually be getting rid of canon issues, by stating they are exactly the same, and we are just seeing them differently due to budgetary concerns.

Like, we've got a Universal Translator for our eyes...
 
Worf's head should've simply - and abruptly - appeared as 1960's Klingon style, when he was in TOS' era and nobody would've noticed, or said something. At the same time, giving Michael Dorn a break, for a couple days.
 
Watching this episode again right now. I love it. My heart goes out to the understandably humourless Temporal Investigations guys. "I'm a doctor, not an historian!" Dax in the classic Sixties dress! O'Brien and Bashir in the elevator!
