I never got the sense that the Founders "program" memories into Weyoun, just that to some degree he carries his memory between clones.

It always seemed clear to me that an incident happened between Damar and Weyoun 5, something very big and bad, that could only be "fixed" by Damar or a subordinate destroying 5 before 5 could back up his most recent memories.
