I don't think Clint has retired from acting, he's just been in a dominant directoral phase of his career. I mean Gran Tarino was just 2yrs ago. I'd bet if a part suited him and he liked it he'd make time for it.

vincent d'onofrio has played Welles (and has sort of an uncanny resemblance), maybe him? Then again Unicron was voice-only, and Orson's voice was manipulated electronically (I've heard rumors that they wanted to use his deep voice as normal, but he was so weak that they had to scrap most of his readings).

Upon first review I thought Soundwave as a satellite wasn't a bad idea but it's not the most stealthy alternate mode. As a robot he'd need to have escape velocity just to get back into a position to take his alternate mode. All that effort is bound to be easy to track making his orbital position not very stealthy afterall. Some type of work around would be needed to make him viable in that form.
I've been thinking about this for a while now and have come to the conclusion that while I'm still not a hundred percent thrilled with this film BUT am excited about aspects of the movie. Shockwave is one of them. Carly is another
