I understand that, it's completely possible. To me, in the flashback, he's wearing a full Starfleet uniform, not a Cadet's uniform. He has hair in the flashback, so to me, he shouldn't be bald in the Academy photo he's looking at in NEM.

He should be wearing an officer's uniform with red undershirt too, not an enlisted recruit's jumpsuit. It's a dumb moment in a dumb movie, just designed to highlight how Picard once looked like Shinzon. In case the bit where they establish they are clones didn't highlight that

Oh...that's what a clone is. I was really confused. I thought Shinzon was his long lost son or something, like in Star Wars were Boba Fett is Jango Fett's son.
