I guess it's a feel good thing. Japan has no human spaceflight capable vehicles of their own, nor any architecture to get there, as far as I know.I hope they DO ramp up. Their HTV resupply craft is really cool, and could be the service module for a future vehicle, but this just looks like wishful thinking and powerpoint engineering, but at the moment they are very far behind the two human space-faring nations and the one that's about to be returning to that capability.
