Tours of duty

Hi,

Here's a question...Normally (not being tranferred, dying, etc....), is a crew member's tour of duty aboard a starship independent of the ship's mission (for example, a Constitution class ship's five year mission), or is the crew member's tour of duty equal the length of the ship's current tour?

I would think it would be easiest to assign someone to a ship for the duration of its mission, especially if that mission involves being "out there, thataway" for an extended period. Otherwise, there would be some serious logistical problem trying to enact personnel transfers and such. For ships operating back in Federation space where Starbase visits are somewhat frequent, I'd think two to three years in an assignment would make the most sense to me.
 
I would assume that they're there for the duration of the assigned mission. If the ship is sent out into deep space, for example, with little contact with other Federation outposts/ships then it would be pretty much impossible to switch out crewmembers.
 
Unless they're a specialist or consultant that travel from ship to ship or Starbase, etc. Then I would assume that a regular officer would be assigned for the duration of that ship's mission. The Enterprise or other ships of the lines that have long standing senior staff serving on board must be considered a rarity in Starfleet.
 
I would sure hate to be the coal-shoveler crewman in the bowls of an Constitution class ship for 5 years. lol
