That doesn't mean that they won't secretly put time travel ideas into the minds of Starfleet admirals with some sort of mind control processes.
Though of course they might have to take a number and wait their turn in line to get at a specific admiral and put a specific idea in his mind without his knowing it, due to all the other groups that might be doing similar things to influence Starfleet and the Federation.
Well as the Gary Seven story line was fifty years or more ago and was never continued I doubt we'll ever know and have to use our own head cannon!
