TOS analogue for TNG Klingons

Similar to my thread about Betazoids, would you say there is any species or planetary culture in TOS that resembles TNG’s Klingons (i.e., such that you could imagine one of them could serve in Starfleet like Worf does)?

Capellans could work. Warlike/quick on the trigger but with a story depth of culture. Intelligent. Cunning and political intrigue. Much more than just some mindless brute.

The Romulans. They pretty much switched spots with the Klingons in the 24th century.
