I didn't want to say "worst" villain because that could mean crappy, and I avoided saying "most evil" because of the many definitions of the word evil. I thought top would convey stands above the rest. After the modder gets my PM and deletes this thread, I'll repost it. If you have a better title in mind feel free to post it in my poll prep thread:
