I've seen Shaun of the Dead, but I don't remember anything about dogs looking up. As for the actual question, when my dog watches the ceiling fan she's laying directly under it and has to lift her head straight up to see it. Same goes for when she chases birds flying over head.
I remember it in Shaun of the Dead, I think it actually comes from a conversation Simon, Nick and Edgar have on the DVD commentary for Spaced debating the issue (stemed from the scene when Daisy is shouting to her dog Colin in the garden and he doesn't look up at her. It's some point in late Series 2, I can't remember the episode offhand) But for the record, yes they can. I used to do that to my dog from my bedroom window plenty of time- shout/wave down to the garden and she'd hear me and look up and see me.
