I'd say no... Obviously the Defiant's presence didn't really interfere that much with the events of The Die is Cast. The Maquis wouldn't have been threatened by the Dominion at this point, and may have wanted the mission to fail so that C. would be wiped out by the Jem'Hadar.
 
One wonders if even Eddington was a Maquis member at the time. His sympathies might have developed much later on, after exposure to the frontier environment.

If, OTOH, he was a sympathizer back when assigned to DS9, we might speculate that his superiors were in on it, rather than incompetent. In "The Search", it seems that Nechayev forced him upon Sisko - was she perhaps a convert as well? The primary Maquis hunter a Maquis herself! Toddman may have been his more direct superior, though, and the person responsible for getting him through the background checks.

Slightly OT... but I remember seeing Toddman in the gold uniform when I first watched this. Was he the only Admiral not to wear red in the TNG era?

I always thought it a little odd.
 
Yup. At least we saw a couple of Commodores in "non-command" colors in TOS; nothing of the sort was done in the later spinoffs, except for the single case of Toddman.

Perhaps the big bosses of certain Divisions get to wear the associated colors, and the Chief of Starfleet Medical Division would wear blue? We could argue that we never saw an Admiral in command of the Security Division before or after Toddman, and that those Admirals seemingly giving Security-related orders were sector commanders or perhaps Intelligence Division leaders.
