To Keep the Cardy Holo-Program or Not

Did Doc do the right thing by deep-sixing the program that helped save Tores' life?
This one is much tougher (IMO) than 7's conflict w/Janeway over 8472.
The program could have been used to augment doc's program and be a vast help for the crew, but I don't agree w/humans (or EVEN BAJORANS) as guinea pigs.
So keep him or not?
