TMP blurry bridge

I know that TMP was plagued with budget and production problems, but I can appreciate the film on its own merits and it does have the best soundtrack out of the whole lot.

But there's one thing that always bugs me and distracts me every time in what should be one of the big moments of the film. During the sequence when Spock first appears on the bridge, during every close up on Kirk, the background behind him is blurry. But its not even the entire background, just what's immediately behind him. The Rhaanderite ensign which takes up about the right-hand third of the background is in focus. What would be the explanation for that?

Great thread that, I'll have to remember that instead of reposting when any of that stuff comes up again.
