If I remember right, wasn't this echo daddy thing blown up by a rookie LaForge and a bunch of nameless redshirts?

I would think a Borg ship wouldn't have much trouble with it.

One of its drones was; but only after the drone drove the Enterprise D off and LaForge came back sans the saucer and pushed the shields to their limit to overcome the drones cloak. Also new drones are created every 12 minutes, each one incorporating the lessons it learned from its previous encounter with the enemy. It was Picard agreeing to buy one Echo Papa 607 that saved everyone.

...that begs the question of what he did with it after the episode. Maybe the equipment was sitting in a cargo-bay waiting for him to get a moment to install it.

Or better yet, since the Federation has no "money" the cheque he mailed them effectively bounced, and the program reset itself.

He's referring to the fact that both the Borg and the Echo Papa were random enemies in one of the better Star Trek computer games. Kind of a stretch, considering you're not likely to ever see them in the same battle.
