Ever since trek began, from the first The Cage and WNMHGB to Encounter at Farpoint and WNOHGB, Hide and Q, WSHL and Q Who, The Best of Both Worlds and on and on and on Trek has touted that Humanity is "special" The Metrons have said it, the Aegis saw it, the Traveler have said it(in a round about way) the Q fear it if i remember correctly, so why not go there, Human beings with higher ESP ratings are starting to evolve, and eventually in the series not just them, but all humans are, you could have your Gary Mitchel types, whose power controls them, the type who learn to control there power, those that fear and hate those who evolve, those who embrace them, ect ect ect, fling it out a couple of thousand years, or more, how would the current and future members of the Federation react(a reunified Vulcan/Romulus, the Tholians, the cardies, some DQ species, maybe "liberate" the borg somewhere along the way) exploration of the Andromeda galaxy has been under way for xxx amount of time, maybe some A-G species in the fed, a time when humans had almost gone to the back burner of the federation, then "boom" people start changing, silver eyes(ok maybe not that "in") mental powers start to show thereselves ect ect like i said above.
