Why? How close together in space are Romulus and Remus supposed to be?

From the visual in Nemesis, the diagram Data provides and the description in Kobayashi Maru at the distance the "camera" is from Romulus in the comic and film Remus should be entirely visible within the scene as well.

Wouldn't the tidal forces be really uum... noticable with a planet that close to another?
