i wouldn't have minded at all if he had some baloney about being able to age naturally now like in bicentennial man in order to handwave the changes

Such 'baloney' is present in the series, but I can't recall the exact episode, but someone or maybe Data himself talks about his appearance being able to age just like anyone else. I'd like to say it was probably either "Inhertence" or "Birthright", but don't quote me on that.

I understand Brent Spiner had been at conventions saying that he was running out of time to play Data, due to natural ageing - and, of course, androids don't age. The writers then added the line.

That's the bunny. I always felt it made perfect sense, as Soong's whole goal was to create a synthetic life-form. Not just an android, but something that actually was life. Data's neural net was intended to replicate the brain. It makes sense for his other functions to be analogous to ones we are familiar with: skin, hair, the ability to age in appearance. And, of course, as Tasha Yar discovered, being "fully functional" in other areas.
