I wouldn't go that far. At some level, the actor wearing it is choosing to be seen in it, & HE saw TNG. If you'll recall, even Worf's prosthetics changed during the TNG run, because of unforeseen issues. As for Data's look, the wig & contacts are bad matches, for probably similar reasons that Worf's prosthetic changed. They just didn't have the originals, & try though they might, didn't have the resources or will for trying to precisely duplicate them, but as for the rest? It's mostly due to his face changing.
Why they didn't invest in some de-aging CGI makes me wonder. Is it that expensive/extensive?
