Dang. It looks like his head is about to flip up, revealing a convertible with a bunch of cookie-making elves driving his chassis along. Not that I would see with much interest and intrigue.
Or they used a simple but effective low-tech cheesy dream sequence camera filter effect that waves and wobbles the frames in order to save on CGI costs...
Picard Data looks like a lumpy Mr. Potatohead.

I am pretty sure that whoever approved the makeup job had never actually seen Star Trek.
I wouldn't go that far. At some level, the actor wearing it is choosing to be seen in it, & HE saw TNG. It's almost the same technique as they used in the TNG movies, but his face understandably isn't the same face, & the people doing it probably don't have the same department resources to do so.
If you'll recall, even Worf's prosthetics changed during the TNG run, because of unforeseen issues. As for Data's look, the wig & contacts are bad matches, for probably similar reasons that Worf's prosthetic changed. They just didn't have the originals, & try though they might, didn't have the resources or will for trying to precisely duplicate them, but as for the rest? It's mostly due to his face changing.
Why they didn't invest in some de-aging CGI makes me wonder. Is it that expensive/extensive?
Considering Spiner's position in the past about playing Data again, I have to think that A: they backed up a Brink's truck to his house, 2: they assured him that the technology was in place to make him look like he should, or C: both A and 2.

I think his facial hideousness from the "Masks" episode would classify as most hideous.

it reminds me of shatners square sideburns in the 2006 direct tv ad. if anything shatner should have demanded they be pointed.
Brent talked about his appearance on the Picard trailer at last weeks convention in Birmingham. He said the special effects had to be rushed so they had a trailer for comic con, and he won’t look like that in the show. In real life, Brent looked thin, like his TNG days and did not have the chubby cheeks he’s sporting in the trailer. They are aiming for his look to be from the movies, not the TV show.
He pointed out they could have used cgi to make his face like that from the TV show, but they didn’t want to do that. He said himself his face changed during seven seasons as he did get older and the changed makeup.

The trailer version reminds of one of the Hulk transformation stages from the TV series.
As I recall reading, the mold/mask was stolen and they had to do a new one. I'm guessing, even with video footage to re-create, the producers probably seized on the opprutinuity to change Worf's look.
