For me the end told the story.
When the bounty hunters they hired to threaten Voyager turned on them, they could barely defend themselves against them even with all the advanced tech. they had. It just seemed they had no over all understanding of what they stole but only how to use it to intimidate and manipulate. So all the treats they made to acquire the tech were empty.
