Worf getting his ass kicked serves to demonstrate the strength of the episodes villain. In fact there is a trope about this.
- Every freaking Lwaxana Troi episode. She never should have been written onto the show or at most no more than one or two episodes... and then they had to stick her on DS9... boooo!
Stealing a shuttle is easier than shoplifting a candy bar. "Captain, someone has just escaped in a shuttle!"
"Captain, they've locked out the controls!"Ha! And of course they always managed to disable the tractor beam or phasers!

Makes you think that all shuttles are equipped with a "Lock Out the Controls" button. Which wouldn't be a stretch, given how many other controls there seem to be to do odd and complex things very quickly. As for repair times, perhaps Sisko was an Engineer at one point and subscribed to the Montgomery Scott school of engineering, multiple your repair estimates by a factor of four. So whe n O'Brien says ten he knows it really means about 2 hours.
Surprised no one has mentioned this one.
The Enterprise is the closest ship in the sector/quadrant.
