I wanna say it was O'brien's Cardassian public defender in Tribunal after he won the case. Not sure, though.
Yes, it was Conservator Kovat's reaction after he was told by Odo at the end of the episode that he had "won" the case.
I love that episode.

I want to say the Enterprise, the Crazy Horse and the Agamemnon. But the Enterprise is the only one I'm sure of.
Crazy Horse and Agamemnon were mentioned in a TNG episode under similar circumstances (can't remember which one).
I think the Enterprise-D was also mentioned in another late-ish season 2 DS9 episode as being sent somewhere, but I don't remember which one it was, if at all.
^ Plus an unnamed Cardassian Cruiser, possibly of the Galor Class.
