Much as I love Khan, I still say that Gul Dukat is the best (Read: most loathsome) single villain (not including groups like the Borg) to grace the world of Trek. Evil b*****d.
 
I think you mean "The best of the worst of them all" :p

Dukat was definitely a great bad guy but I think Khan was alot more cunning and I like that better. My vote would be on Khan as best of the worst. ;)

Oh, definitely. I used to use the AIM screen name 'Dukat Lives'. He was marvelously malevolent. What was the name of that episode where he and Sisko were stranded on a planet together? That was one of my favorites. A good look into his psyche.
 
I'm not sure who's worse- Dukat or Weyoun- we saw what Dukat did, but I always had a sense that what Weyoun did/wanted to do what much worse- Dukat in retrospective insanity wanted to commit genocide, Weyoun not only wanted to for fun... but actually almost suceeded... even tho a lot of Weyoun's malevolance was heard, not seen.

khan wasn't concentrated bad. in Ricardo Montalban's own paraphrased words, Khan was such a great character because in his view, he was the good guy. Khan was getting justice for the death of his wife and his 20 year exile, while at the same time freeing his people. Kirk was the bad guy for khan. and THAT's what made khan the best villain, imo
 
I agree with the above about Khan. He really does draw some empathy as he feels wronged, though the history behind Khan cancels that out a little.

Dukat for me was far more complex as they had time to develop him. He was the antagonist for most of it, but he had moments of being more like a real politician and Ziyals death is still one of my favourite moments with the empathy the character draws.
 
My vote has to go to Annorax, from Voyagers "Year of Hell" Dukat, and the others only wanted to waste one planet/species. Annorax wasted, unwasted and then wasted thousands of Species and planets, all to restore one coloney. He thought that time had a grudge against him. Totally insane character, Kurtwood Smith did a great job in that role.
Even the BORG once you were assimilated that was that, and if you were lucky you got to spend your "Free Time" in Unimatrix Zero...

Exactly what makes the best bad guys. Empathy toward and reason for the villian's motive.
