If the Vulcan ideal is to suppress emotion can they ever truly understand humanity or themselves?

Humanity, probably not. And that's by design. They are superior in their viewpoint of us.

Themselves? Maybe. If they're willing to study their history and see where they came from them it might aid them. But, in some ways, Vulcans can be like the Q, regarding themselves and above other races.
 
Why don't we understand ourselves? Dr. Allen Turing showed us why. Look up Turing machines...then look up Universal Turing machines. If you program a Universal Turing Machine to imitate itself, it goes into an infinite loop. A more powerful Universal Turing Machine can imitate a lesser, however.

What Turing was getting at was that for truths, proving false or ture will take longer than the life time of the universe. This was also shown at roughly the same time by a German Mathematician from a different direction that proving something false can not be done.
