I doubt that's it. He wouldn't have appeared so often on DS9 if that was the case. There seems to be a difference between a character created for a TV show and a character created in an episode, the latter has royalty deals. They were willing to shell out for O'Brien and Ro Laren on DS9 (Forbes, not the studio, turned the latter down), but not Nick Locarno on VOY or T'Pau on ENT... yeah, even I find this confusing.
I think that the difference is that O'Brien, Ro, and Dukat were conceived by the writing staff as recurring characters, while Locarno and T'Pau were not.
 
So, on a similar tangent, do we know for sure where the debris field Neelix was inventorying came from? How do we know that's not what happened to the ships the Caretaker found useless who didn't manage to escape?

Indeed. Although my guess is that this is what happened to ships that were released and, instead of escaping, attempted to take vengeance on the Caretaker. :devil:

Also, the Kazon-Voyager battle may not have been the first where outside parties fought for the possession of Caretaker's technological secrets.

I imagine that's where it came from them... people who either tried to force the Caretaker to comply or fought amongst themselves to destruction, rather than banding togetherlike our intrepid heroes.

Methinks there might be an interesting story waiting to be written there.

I don't think it's specifically said to be the Vetar, but is said to be one of the Cardassian ships that were pursuing the Maquis in the Badlands.
