Its exactly why it doesn't work. The movie should've been rewritten from Grace's perspective. Its why I think the TV Movie totally works as a triple episode stitched together following a lost story of the Seventh Doctor capturing and bringing the Master to trial - but, on its own two legs, to a total novice, it fails.Honestly that whole opening scene is a total mess! A whole bunch of lore thrown at the viewer. It assumes you know who the Doctor and the Master are, what the planet Skaro is, etc. And the worst thing is the way it totally ruins the Tardis introduction!

I have a lot of affection for the movie, but it’s really a blueprint for how not to introduce Doctor Who to a new audience. RTD was clearly taking notes, because he gets it so right in Rose.

I like the idea of rewriting the movie from Grace's POV. I feel like there was a lot of potential in Grace, and I'm not saying that because of a long-standing crush on Daphne Ashbrook. Rather, she's a thirtysometing professional woman, at the top of her game, and her dynamic with the Doctor is fascinating. At the end of the film, when she says, "No, you stay with me," I want the Doctor to stay because the idea of the Doctor in Grace's world is actually appealing to me.
