I never knew Pocket Books had published any scripts until I came across them on Amazon. While I have nothing against Q and Seven of Nine, wouldn't they have sold better if they had featured the best Kirk, Picard and Sisko episodes?
 
Q and Seven of Nine were hugely popular characters. That's why the scriptbooks focused on them.

And at the time they came out, there would've been a lot more public interest in TNG and VGR than in TOS. And most of the fans who'd be interested in buying ST scripts would've probably already bought the TOS scripts from Lincoln Enterprises.
 
I owned those two books when they came out. And in the days before DVDs, they were how I first "saw" some episodes. In particular, I first read "Q WHO?" and "SCORPION" by reading the scripts and only years later got to see them. I do recall them being relatively expensive for the time, but they were substantial books. I feel like I must have sold them/gifted them on, as I can't remember seeing them lately. I will say, I was disappointed they didn't make more of them. (I recall at the time a third volume of all Borg Scripts was being considered.)

Some of Picard's best scenes have been with Q anyway, and Q bookended TNG's run, so Q scripts were a no-brainer. Encounter at Farpoint, Hide and Q, Q Who?, Deja Q, QPid, True-Q, Tapestry, Q-Less (there's your Sisko episode), Death Wish, The Q and the Grey, All Good Things... : a pretty strong selection of eps there.

Similarly, the Seven of Nine character was selling lots more action figures and novels that all the other "Voyager" characters, and the show was still fresh in buyers' minds. It was a much thinner volume, but Scorpion two-parter, The Raven, The Omega Directive, One, Hope and Fear: again, some great eps.
