The Problems with Prequels...

You haven't given any good reason for why they wouldn't use the site to site if they have it.

The question was when Site to site transporting was first used. The answer is it's been a thing since TOS ( and probably before)
Only In universe explanations are valid in such discussions or all discussions are moot. You haven't given such explanation and that's because there is none.
Is this a rule? Where is this rule? can I see this rule? Are there other rules?

I can make something up if you like. It's won't be based on dialog or anything from the show, but it will be a reason.

The bulkheads on starships make the site to site transporting of wounded crewmembers risky. So Starfleet Medical Regulation 24B.6 recommends that it not be used.

You have proven my point. People wouldn't fail to use a technology for so long as time and that obviously would save lives if they had it. So the only explanation is that they don't have it.
 
I see many debates going around between many members of this forum. If you don't like them, you must be very unhappy.

I thought site-to-site transport was a TNG thing. I was wrong (and I'm okay with being wrong). But, even in TNG, they didn't always beam wounded crewpeople to Sick Bay. See: "Code of Honor", among other episodes. That was after we saw site-to-site transport used in "Encounter at Farpoint".
 
How many times did we actually see them beam wounded to the transporter room, knowing beforehand that they were wounded, in TOS? I don't know off the top of my head.

We've often seen a multitude of varying conditions that can impede or limit the use of transporters in various ways. Maybe it was just considered safer in those particular moments. Maybe it draws less power. Maybe the person operating the transporter (it wasn't always Scotty) was still getting the hang of certain procedures. Who knows? @Timo would be your go to guy for case by case analysis.

But yes, the real reason is of course "the writer didn't think of it." (Or did and ignored it for dramaturgical reasons.)

I think we're arguing in circles.
