The Phoenix..

I always assumed that the command module just separated from the main body and re-entered the atmosphere just like Apollo/Dragon/soon-to-be constructed CST-100 and Orion.
 
I wonder how much of it is intact in the future to where Picard can almost touch it. Seems like a waste to lose the newly proven warp core and nacelles.

Cochrane could have left it in a stable orbit over Earth and returned to it multiple times later by launching more ICBMs with the command module on top.
 
Or Picard and rest of the 24th Century people were lied to when they were growing up. That thing back in the 24th Century Washington D.C. isn't the real Phoenix
