The Orville is TNG set in the Kelvin Timeline

Transporters don't exist in Orville, thus can not take place in any Trek timeline where they do.

I suppose, it could take place in a Parallels universe that diverged from the Trek prime universe in the early 21st century.

Or billions of years ago, to account for no known Trek races being about. Are the Moclan or Krill AU Klingons?

This kinda reminds me of an old Doctor Who/Trek crossover fiction which postulated the difference in histories was that planet Vulcan never existed in the Whoniverse, and Gallifrey never existed in Trek and thus all of galactic history (including which species became a big deal) shifted radically.

Well, the Union doesn't have them, but others do, or teleportation devices. They were whisked away to a menagerie, and Pria had a personal teleportation device, which Captain Mercer confiscated and put in his desk drawer.

Not that any of that matters.
