I think it was a success. Ratings are always relative to the year, and rate of decline(in general TV ratings) and also the size of the network. I've heard that UPN was only available in 60% of the US around the year 2000. Voyager was their highest rated tv series, and they demanded another Trek series to replace it as soon as it ended.
And I've never heard of any concerns over viewership in any interviews from the time for either DS9, or Voyager, unlike Enterprise where it was constantly talked about during its run.

but, when you ask to fans of the whole Star Trek franchise (TOS, TNG, DS9, VOY and ENT), Voyager is ranked right in front Entreprise, which is itself, at the bottom of the list(*) So yes, I say that so much money(**) spent in Voyager's series for arriving at this result, is truly unfortunate!
There was a thread here a few months ago titled "Voyager something, something, Baloney!" And the guy who started it(who may have been banned), set himself on a crusade to refute this. He went and gathered a bunch of polling data from Star Trek sites like Trek.com, as well as Youtube, and other places, and found out this perception might be greatly inaccurate.
I'll Try to find it. It showed that Voyagers was usually near the top in polls(just behind TNG, and sometimes #1), and many other interesting facts.
And then there's that Star Trek Netflix data (that @Refuge just mentioned)that was recently distributed. They gave us the top ten most rewatched Star Trek episodes on Netflix, worldwide. 6 of them were Voyager episodes, including the #1 most rewatched(Endgame), and the other four were from TNG. That's pretty astonishing considering there are over 700 episodes and 6 series.

You might be a conundrum. There's a bit of a trend for DS9 fans to like Discovery, with Voyager often used as an example of an 'anti' Discovery. Still it is Star Trek so if you get a chance you can make up your own mind.I don't care how other people rate the various ST shows and it doesn't affect my opinions at all. I like all the shows, except for Discovery, as I've not been able to see it yet to be able to form an opinion, but Voyager and DS9 remain my favorites.
