The Neutral zone

During the episodes concerning the Romulans, it is inevitable that the Neutral Zone will be mentioned or play the central point the story revolves around. What I want to know is, if it's the Neutral zone, a buffer of space between the Federation and Romulan territory, why is it that Starfleet isn't allowed to enter the Neutral Zone for any reason, but, the Romulans regularly seem to be all over the area? Practically goading or just waiting for a Federation starship to cross over.

If a Federation starship enters the Neutral Zone, it's practically considered an act of war. The Romulans seem to have full autonomy over the region of space even though it's not their space.

Is there lore to explain this deficit in control of the area? It just seems one-sided that one power can come and go as they please into the area while the other is expected to stay out under threat of war.
 

Or the power of plot; the Federation never goes there without really good reason :D
 
I'll treat this earnestly. The difficulty of being the UFP, in general, is that you position yourself upon the moral high ground, by establishing protocols... (won't start wars, won't hide behind cloaks, won't interfere, etc...) The integrity of your entire federation relies upon not only adhering to them thereafter, because of your rivals' reactions, but also because of your allies' reactions.

It'd be fair to assume some of the member planets weren't easily included, that those protocols, in themselves, played a large role in winning their trust & allegiance, by making them feel safe & secure, & proper. The Galaxy is full of dangerous sorts, and membership in the UFP guarantees you aren't cavorting among them, in lawlessness.

Your rivals or outliers know this, and are in some cases eager to exploit it. Technically, the Romulans aren't supposed to be infringing the Neutral Zone any more than the UFP, especially not nearest to the UFP side, even though it's just a demilitarized zone, where neither party are allowed to occupy, or establish provocative actions.

It's not a treaty violation to just be in there though. Starfleet goes into the Neutral Zone if they need to, but are clear about why, & are aware it's provocative, and THEY particularly need to be concerned about that posture, because provocation, of any kind, goes against the tenets that hold together their own union. The Romulans have no such concerns. They only have to be worried about breaching into UFP space & instigating war. Short of that, they are unanswerable to anyone, unlike Starfleet, who have to concern themselves with the impressions of like 180 different worlds, who joined on the basis that they have rules & follow them. It's always a disadvantage to be the one following rules if others aren't going to, but you do it to have the advantage of... friends.

Now, if such an entity was your rival, & you wanted it to dissolve, you'd deliberately test its weakest areas, to see if there was a way to weaken its resolve, including pushing right up against the hot areas of your cold war, now & then, to see what it invokes
