The Neutral zone

During the episodes concerning the Romulans, it is inevitable that the Neutral Zone will be mentioned or play the central point the story revolves around. What I want to know is, if it's the Neutral zone, a buffer of space between the Federation and Romulan territory, why is it that Starfleet isn't allowed to enter the Neutral Zone for any reason, but, the Romulans regularly seem to be all over the area? Practically goading or just waiting for a Federation starship to cross over.

If a Federation starship enters the Neutral Zone, it's practically considered an act of war. The Romulans seem to have full autonomy over the region of space even though it's not their space.

Is there lore to explain this deficit in control of the area? It just seems one-sided that one power can come and go as they please into the area while the other is expected to stay out under threat of war.
 

Or the power of plot; the Federation never goes there without really good reason :D
