My question would be since when does Earth (protected domestically and in foreign affairs by starfleet security) suddenly have any cops at all?
Just to clarify, the cop didn't chase Kirk off the cliff, the moron drove off of his own free will. The cop was there in case Kirk didn't make it out (and he shouldn't have!). Apparently a 23rd century hoverbike is no match for a 300 year old V8 muscle car at 100 mph. I don't think even Kirk, if situations were reversed, would have the balls to try to get in front and stop the car.
Although his "citizen" bit was a bit weird.
It was a bit Starship Troopers. Which in a movie about a space navy isn't all that off, I guess.

I thought his flying motorcycle thing was a direct ripoff from Return of the Jedi.

Because they're the only people who've ever done a flying bike? And making a common traffic cop mode of transport fly isn't a mind-numbingly obvious way of making it look futuristic?

STVI did an ice planet too. It even had Kirk on it, and Spock saved him by beaming him away long distance. Much more of a ripoff source than Hoth.
