John Frederick Paxton, Col Green revisionist and alien-medicine using hypocrite, stole genetic material from two people just to make a doomed baby using inexpert methods just to prove a political point that he always intended to settle violently.

He has to be on the list.

I think more power and control. Her tale of how her people were persecuted once upon a time as a motiovation for all the evil that the fuilds do rings hollow.

Everyone's ancestors had a rough time at some point, the fuilds aren't special.
How long-lived are Changelings? She might have personally experienced that persecution herself.

If they were not expecting Odo for at least 200 more years, and since Laas proves they can live in the vacuum of space, they could very well live millennia. Maybe even the closest thing to an immortal for a corporeal species.

The female shape shifter was Machiavellian in the interests of her species. Win did not have that excuse.

I went to Catholic schools so she really annoyed me. She was no competition for Sister Geniveve though.

They might be. As the female shapeshifter says to Odo : "You are a changeling. You're timeless. As am I. " Though that was said in the context of schedules of solids not applying to them, it might also mean they are naturally immortal- barring accidents and diseases of which we see instances throughout the series.

Wait, the Cardassians the Romulans trying to commit genocide convinced you of the evilty of one of the intended victims? I may be forgetting something from the episode, so there's that.
 
The Founders did everything they could to get that plan Tain originated pushed forward so they can wipe out the Obsidian Order and Tal Shiar.

Sanctuary and The Quickening show that ethnic cleansing was already part of the Founders' toolkit before Tain's attack.
