The most evil villain ever

After a lot of DS9 watching, I've finally realized who is the most evil villain in TOS, TNG, DS9 and Voyager together:

The female Shape-shifter!

Talk about a cruel, cynical, selfish and downright evil being!

She makes all other villains look like innocent school kids, no matter if it's Khan, The Borg Queen, Gul Dukat, Kai Winn, Seska, Culluh , Gul Mardred (who tortured Picard in "Chain Of Command") or Shinzon.

Every time she shows up, I wish that someone will phaser her out of existance. Unfortunately, I have a feeling that she will survive the series (I have 5 episodes left to watch of season 7).
 
Finally a Famale Shapeshifter thread. I love Salome Jens' performance and her interactions with Odo.
She ordered genocide. That definitely makes her evil.
She despises UMUK. As did others.
Dukat kept out of her way - and rightly so.
 
I don't even think she was the most villainous character on DS9, certainly not more than Dukat. She may have been more effective, but Dukat was vindictive, delusional, egomaniacal and relentless. She could be talked down from the edge. Dukat almost literally made a pact with the devil to set the galaxy in flames. There was no stopping him.
 
The fake god guy from STV seemed like quite a nasty fella. Surely if he were freed he'd have done some bad shit. Of course he wasn't freed, but stil...

The actress performance was incredible good, I really agree here!

And yes, The Female Shapeshifter ordered genocide and was always cruel and calculating.

Her interacting with Odo was a real performance in evil.

The only time I was really p***ed off with Odo was when he more and less betrayed his friends in "Behind The Lines" when he was manipulated by that evil shapeshifter. Fortunately that changed.

I agree. Winn did (spoilers). It doesn't make up for hypocrisy and opportunism throughout her life, but it makes her a step above Dukat. Okay, half a step.
 
I think Dukat is WAY more evil than the female shapeshifter.

She was more successfully destructive, yes, but she was always motivated by fear and protection. She truly believed, based on her people's history, that the only way to prevent the solids from wiping out her people is to absolutely control them. She stepped down because Odo was able to share his own experiences and prove to her the Federation would not do this.

Dukat is a narcissist who believes only in his own right to power, and that people of his race are naturally superior to other races and thus are entitled to hegemonic power over them. He's totally without empathy and considers everybody in his life a trophy or symbol of his greatness. I can't think of more evil qualities in a leader.

I would say the Joker but then I saw this was a Star Trek DS9 Post. :)
The female Founder was rather sinister. You should see the what they revealed about her in STO. She messed up an entire species.

I think more power and control. Her tale of how her people were persecuted once upon a time as a motiovation for all the evil that the fuilds do rings hollow.

Everyone's ancestors had a rough time at some point, the fuilds aren't special.
