These are all pretty bad episodes. One makes Kim look really bad, one is just a useless second part of a useless story, one just unceremoniously kills off a recurring character, and one just was useless waste of possible potential in explaining an out of the blue relationship occuring in the finale.
I'll save "WORKFORCE, PART II". At least it had some good directing work by Roxann Dawson.

Oh, it's up to me, I guess? Then I'll save "Natural Law" for its TOS-ness. That leaves;

While Nightingale is the S7 episode I had a special vendetta against, its tarnished bronze medal finish in a weak season shows its vilified status. And Friendship One deserves the hate for its treatment of Joe Carey.
Given how bad these are, deciding which to save in the finals might be tough.

I remember being rather unkind in my review of Friendship One at the time.

One thing that might make that episode slightly less repellent is that Joe Carey turned up in PRO the way Harry Kim did, as an off-ship away team member. So maybe Seven was able to do her nanoprobe trick on him, and we were never informed.
It's been said already, but I actually like "Friendship One" except Carey's death. The episode itself is middling but solid, it's just marred by one absolutely horrible writing decision.
I really wouldn't object to something like that ^, a future "canon" work just outright saying "oh, Seven revived him" or "don't worry about it, Admiral Janeway went a couple extra weeks into the past and saved Carey too". It'd do the episode a huge favour.
