"The Outcast" is the worst, IMO.
"Outcast" was arguably a good idea altered so far wrong that nothing beyond its "after school special shtick of "test tube genetically engineered babies are better than natural procreation methods" could be remotely hinted at; the making-of documentaries revealing the original intent... even then, not many would sit there and and have any light bulbs go off. Never mind numerous episodes from "Bewitched" (the 1960s sitcom) did a better job with any number of allegories...)
On the flip side,
"Ensign Ro" should easily be one of the most-liked. Not since Pulaski has there been a character of potential depth that's there to "not fit in" (not for the same reasons as Barclay). Guinan's scripting is almost over the top but doesn't blow it (most of the story's dialogue is extremely well-crafted), and this episode is another reason why both characters are so frakking cool. Also note, the planet mentioned here is not quite the same one in "The Next Phase" where they ostensibly name-drop the identical incident/planet...
