The Minister of War?

It could be an old reference to this gentleman:

The War Chief is a renegade Time Lord who assists a group of alien warriors in the 1969 serial The War Games.
The book Legions of Death posits an explanation for the War Chief's survival after his apparent execution whereby, although mortally wounded, he fled and regenerated.
Terrance Dicks, co-writer of The War Games continued the story of the War Chief in the 1991 Virgin New Adventures novel Timewyrm: Exodus and included a cameo by the War Chief in the Past Doctor Adventures novel Players.

Maybe they intend to bring him back. Personally, I still miss and would prefer The Rani over The War Chief.
 
The context of the "minister of war" line, as I recall, was amidst other Earth-centric or Earth-invading threats the Doctor faced. Therefore, I assumed it was some forthcoming evil British government thing and not connected with Gallifrey or space at all.

Except it was lumped in with Harold Saxon, which was an evil British government thing that definitely had a connection to Gallifrey. :p
 
Could it be the writer is just messing with you so they can amuse themselves by reading all the pointless speculations you post on internet forums? ;)
 
I'm pretty sure we had a thread on this topic a few months ago.

I gave a list of British politicians to whom the title of "War Minister" could reasonably have been applied.
