The Minister of War?

So we got to the end of series 9 and despite many thinking this would turn out to be Ashildr this character never showed up. So what do people think? Something for series 10, throway misdirection or an idea Moffat mentioned to the writer then forgot?
 
I think it's probably an early Easter egg for a plot idea that they will use next season. They probably had a script treatment they liked but couldn't fit in this year, so they used the opportunity to lay some groundwork. Either that or they completely made it up, like Star Trek and its two historic figures and one alien lists.
 
Just one of those things that may or may not be seen. Time and space is big. I like that we don't know everything all the time.

So maybe this will be a plot point down the road. Or maybe it won't.
 
I put it in the same category as the Nightmare Child, the Army of Meanwhiles and Neverweres led by the Could've Been King, the Horde of Travesties, etc as something that just sounds cool but has no real significance.

Well, the main difference is that all those things happened in the Doctor's past, during the Time War. The Minister of War is still something the Doctor has yet to encounter, so it could potentially be a story down the road.
 
The Minister of War is hanging out with The Terrible Zodin.
They'll appear together. Just keep waiting.
 
I'm still latching onto the idea that the Minister of War is Ashildr, since the name Ashildr is Norse for Battle God or something similar. Though I'll admit, given where Ashildr's story ends up in Hell Bent, I'm having difficulty seeing how that happens. I like the idea it could be Rassilon. Or perhaps another Time Lord who was on the High Council, perhaps Minister of War was their position on the Council?
 
Before the Flood, when the Doctor and a couple of people from the underwater base travel back in time. One of them mentions the Minister of War as someone the Doctor's faced, but he has no idea what they're talking about, so it would seem to be in his future.

That's why I thought it might have been throwaway misdirection.

The context of the "minister of war" line, as I recall, was amidst other Earth-centric or Earth-invading threats the Doctor faced. Therefore, I assumed it was some forthcoming evil British government thing and not connected with Gallifrey or space at all.
 
I wonder if term limits would work against Missy as PM.

And if not Rassilon, maybe MoW*™ is Missy with her Dalek posse.

Probably an early mention of season 10's big bad.

Rassilon seeking revenge on the Doctor by trying to trash Earth seems fairly likely. Certainly the actor could be booked again.

Far too easy to be a re-run of Sound of Drums if they aren't careful though.
