That was a topic of conversation I had with David once, discussing how many young, talented, and deserving first officer candidates were cheated out of an opportunity to serve with Picard because Riker refused to move on? Think of all those officers could have learned. But no, Riker selfishly hung on to the feather that was the XO's post on the flagship because in his mind it was more prestigious than being captain of some 'no-name' ship like the Drake, the Aries, and the Melbourne.
Don't get me wrong, I like Riker, and I've always had a soft spot for the character. And I understand that as a character in a long-running TV series, they couldn't simply have him move on to his own command... but in the 'reality' of the Trek universe, his decision to stay put seemed to me to become increasingly irrational over the years.
