Possibly, but how does Raylan Givens compare to Sheriff Seth Bullock from Deadwood? See, I think Raylan comes up short there. Timothy Olyphant has done it better already and it's comparatively boring with Raylan.

Rory overcomes all sorts of obstacles (such as being dead) to do things like punch the Doctor, punching Hitler before shoving him in a closet, overcome death, overcome being erased from history, guarding a box for two-thousand years that contained his wife... and to top it all off, he has the aforementioned handicap of being English.
 
Ray Stevenson (Titus Pullo from Rome and Frank Castle from that Punisher movie) is English, though born in Northern Ireland.
