It is very possible this ship was designed by a sort of, Federation Committee of Member Worlds on Starship Design Team.
I am trying to associate prior different ship desings of the various Federation Member Worlds with design aspects of this ship but not with much success...
The tapering nacelles remind of the Original Romulan BoP nacelles but they surely wouldn't have a direct hand in designing this, Starfleet may have taken cues from their designs though.
I don't see any Vulcan or (of what remember of them from ENT) Andorian influences in the design, but those designs may have changed from the originals as well.
