Kathryn Janeway goes, as a first female captain she should have at least clichè strengthens and soft skills of woman (e.g. good communication skills, compromising, good observer, cooperative, protective but disciplined, etc.) but she is inconsistent, egoistic, wanna be space cowboy with strange ethics and mildly said psycho.

Kira, who seemed to be the only DS9 regular whose character actually regressed during the series. She learned an important lesson about not hating Cardassians early on, then just seemed to shrug it off and become completely unapologetic about her terrorist past and hatred of Cardassians.

Georgiou. The confused morality around this character bugs me a little -- the show often feels just purely delighted by her, in a way that's too uncomplicated given the backstory. In another thread I contrasted her with the Female Shapeshifter, a character who also has many comic moments that make me laugh, but DS9 is always clear that some delightful moments don't make this person a delightful individual.
