To be fair, most of TNG's characters had the same issue. Geordi's sole defined personality trait was he was awkward with women. Riker's was that he had grown complacent in his job as the series drew on. Etc.

I'm axing Hoshi. She's not my least favorite Enterprise character by a longshot, and at least had personality traits which were definable (claustrophobia, impostor syndrome, etc). That said, either they just didn't write her in a compelling way, or Linda Park wasn't up to the role, because she just came across as...irritating.
