When using the term, "least disliked", do you mean the least disliked of episodes that one is inclined to dislike? Or do you mean that viewers are inclined to dislike all of the show's episodes and is expected to list those that are "least disliked"?
I've always perceived it as an inversion of "The most liked", where - this time around - one merrily flaunts up nitpicks as reasons for yoinking it out of the list. Usually "most liked" usually has people trotting up and fawning over all the good stuff that works and as if none of the nitpicky bits even exist in said episodes.
Also, "perceived" is a deliciously splintered term...
What's left in the list is definitely all above-average and/or excellent episodes, and - to me - season 4 is loaded with goodies, so even my sardonic snarkiness (by the seashore, shaken - not slurred) is being boosted a tad.
Next up in my list to pick and nit, and nit to pick is:
The Gift
This one also requires one to "roll with it and not even try to make any cohesive or consistent sense of the story", but it's up there with Trek tropes in that psychokinetic powers cannot just destroy bits of the ship at the whim of a thought, but to also hurl a ship plot^
n light years across space as an exciting glowing moment. And whittling off the journey by (spoiler alert) ten years - in real space, not via bending space via a warp field - is pretty considerable.
That said, I have an emotional soft spot for this episode, and not because the music is doing its darndest and dandiness and even damndest to make the audience, whose collective IQ is definitely higher than 42, spill out a lacrimal ocean on cue. And, as far as getting rid of characters, Kes had one of the better exits. Remember the good old days of folks like Yar, where she was unceremoniously killed off by a bit gooball made from the remnants of ciggies - and in a way that felt just as lackadaisical as the rest of her character's (lack of) development in TNG? It's worse when you consider how Yar's final episode* was still far better than *cough* Wesley *
cough cough, what's the air quality index today, dang wildfires and supernova and all, cough cough cough*.
* this discounts Sela (one of the best sci-fi ideas ever, squandered thanks to season5isms) and her later appearance in ATG, where Yar's character is given justice.
Yeah, I have a genuine soft spot for this story and it's due to the character development as told. No elevator or wallpaper muzak was needed - which is arguably shlocky at times, but better than TNG's latter-half where "frog fart symphony" sums up way too many episodes... but I digress again...
