I can address that one, too. Janeway never says anything disparaging to or about Naomi Wildman, despite her being equally "fake".

Reasons for Harry's long ensignhood are like cockroaches... it might take awhile to find them all, but they're easily squashed.

Harry's long ensignhood was the same as Ltjg Picard's long Ltg-hood. Ltjg Picard probably didn't even get his second pip until he was 40.

Agreed, I see no reason why Janeway would treat the "other" Harry as different from the one that died. Both are equally Harry Kim.
Though she does have that incredibly annoying line earlier in the episode when she talks about the "other" Janeway
"I don't know who this woman is, but she knows about that cliche teenage event I went through when I was 15"
As I said I hate it when Janeway babbles about her incredibly cliche/boring childhood.

I have some suspicions that Q was overdramatizing things a little there. The only way an officer would be in his 50's without being at least a full lieutenant is if he was really bad at his job, or at least very mediocre. What would an officer that bad be doing on the Enterprise, one of the most coveted postings in Starfleet?

And be that as it may, Harry is known to be a highly capable officer.

To me, it looks like Starfleet only promotes people if they do once in a while something out of the ordinary, like save the ship or take a risk of some kind... So if you just do as you're told you may never get promoted and remain an ensign all your life.

I base my theories on Starfleet being like the US Navy, where people are promoted on a certain schedule based on solid and competent performance (but might rank up early if they're really good). A steady, reliable officer like Picard would realistically have topped out at LCDR and wound up buried in the bureaucracy somewhere on Earth.

Given that it never really happened, I think Picard's fate in "Tapestry" was either a worst case scenario or a deliberate exaggeration by Q, who was trying to make a very valid point. After all, he might have still thought he owed him one.

And again, irrelevant to Harry. He's competent and reliable, but his outstanding service has gotten him noticed multiple times. Janeway said early on that he had exceeded her expectations.

I think Janeway's formal reprimand really put a crimp in Harry's promotion.

Yup, I've seen that one too: it's irrelevant. Harry's promotion should have happened round about Season 3. At the latest, by the time Kes said goodbye and Seven said howdy.

There is no defense of Harry's 7-year ensignhood that can't be effortlessly swatted aside, even by a bear of very little brain like myself.

When Seven hit Harry at the base of his skull the shock made him unlearn most of his training (like Uhura in that episode where her memory is erased) and so he had to be retrained...

Harry's non-promotion was so utterly ridiculous, I can even refute dubious reasons like that one. What were they THINKING?!
