The grey haired Blue shirt on Voyager

Voyager would have been demonstrably improved with more airlocking. Particularly Janeway in "Year of Hell".
Fixed it for my tastes. Benson there would have done a much better job. ;)

Maybe he's a non-comm, like O'Brien?

Maybe he's actually a full Commander, in charge of Astrography, and just said to himself, "Ya know what? I'm old, we're out in the middle of the nowhere, and I'm never making it home. I'm not in the chain of command, and I don't do away teams. Screw the pips - they're a pain in the butt to put on every morning, and everyone I deal with knows who I am. Janeway can just deal." :D

Commander McCabe, head of Astrography and best at it in Starfleet. Curmudgeony old coot. I like it.
 
^ We do know that there were a few Commanders on Voyager's staff from Season 7's episode where Seven's one implant screws up and she's dying.
 
Theres this older type black man in a Blue shirt that has appeared in about 8 or 9 episodes over seasons 1 to 4 who I've often wondered what his background story must be as he appears to be the oldest human on the ship and yet it seems he could only be a Lieutenant or less as we don't see any rank insignia.

Just curious.

Morgan Frreeman was found in one of the stasis chamber's in the ep "The 37's" and deceided to join the crew and go see earth again.

In the Barclay-centric episode "Pathfinder",I'm pretty sure this actor appears as an un-named admiral.He shows up when Admiral Paris comes to Commcore.

Anybody know if it's the same guy.
 
As for why this old geezer have no higher rank, I guess he's probably doing some job on the ship, doing it good, has been doing it for many years and have no intention or desire to do something else.

Yeah, I think everybody saying a variation on this has it best. One of the downsides of Tapestry, I think, is that it implied that an older Picard who hadn't advanced in rank past Lieutenant was a failure, thereby implying that any older officer who hadn't advanced in rank is a failure. Combined with the "Riker effect" Myasishchev noted earlier, it leads us to assume old people in lower ranks in Starfleet are generally less competent.

I don't think so. I just checked the screencaps on Trekcore and the guy (actually both of them) looked much younger.

Yeah, if we got him. It's just as likely we get Captain Chakotay. Only the combined powers of the eagle spirit, rubber people, ancestor totems, and probably Jesus, for all the syncretic not-religion that he was saddled with, could preserve us.:crazy:
