There was something awesome that Kitty Pryde did to the Juggernaut years ago that Barry should be able to do eventually. She took Juggs out of phase and then submerged half his body into asphalt. Which didn't bury him up to his naval so much as fuse half his body on atomic level with the pavement.
Steel isn't naturally magnetic, but you can magnetize it without too much fiddling. Magnetic suspension would make the ####er completely impotent if he's just floating there & can't walk or run... Although you can almost do the same thing by hanging him by one ankle from even a medium height.
